In his first term as president, Trump support then – of Wisconsin Governor Scott Walker effort to bring Taiwanese manufacturing company Foxconn to the Badger State, with Republican Walker offering the company $3 billion in subsidies in exchange for the promise of 10,000 new jobs and a $10 billion investment in the state.

But the bill has not delivered the promised jobs, with government subsidies increasing to more than $4.5 billion, Foxconn cutting the size of the planned factory in half, and robots doing most of the work. Walker was eventually fired over the deal, which his Democratic successor, Tony Evers, was forced to redo. Today, the factory that was built is actually just hiring 1,000 peopleand Wisconsin now has HOPE on CHIPS Act funding for something new.

Biden’s deal with Arizona likely means he can leave office with the CHIPS Act as one of his accomplishments, a small argument in the face of Trump’s electoral victory. He can also point to the fact that, if everything in the contract goes according to plan, he has succeeded where Trump and the Republicans have previously failed.
