WILLIAMSPORT – A man facing child sexual abuse charges in Center County has been indicted by a federal grand jury for producing child pornography.

William S. Welsh, 28, of State College, was indicted Tuesday in U.S. Middle District Court on 11 counts of production and one count of possession of child pornography.

He is accused of, on January 15, 2023, coercing a minor to engage in sexually explicit conduct in order to produce visual representations.

The possession number covers the period from December 29, 2021 to last April 4. There are no other details in the charges.

Welsh is awaiting trial in Center County on 73 counts each of child sexual abuse and criminal use of a communication facility.

His phone contained 41 videos and 32 images of nude toddler-aged boys being sexually abused by men, State College police said in the charges.

The charges stem from the April 4 execution of a search warrant at his College Avenue residence.

The seized electronic devices, which include two cellphones, are the same as a list of items the government wants Welsh to seize if he is convicted of the federal charges.

Welsh faces a maximum sentence of 30 years in prison on those counts.
