James S. Doran resigns as state trooper en masse after OUI charge

A rookie State Police trooper resigned Wednesday following his off-duty arrest for allegedly driving under the influence and rear-ending another vehicle in Tewksbury, an agency spokesman said.

James S. Doran, 28, had arrested on sunday after crashing into the back of another vehicle near the intersection of Main Street and Clark Road at 11:12 p.m., authorities said.

The driver and passenger of the vehicle Doran struck were taken to an area hospital, Tewksbury police said. They also said Doran had open containers of alcohol in the vehicle.

Doran graduated from the State Police Academy on Oct. 9 and had just begun a one-year probationary period, State Police said.

Doran’s resignation took effect Wednesday and he will not be eligible for reinstatement, the agency spokesman said.

Under the terms of department policy, a member who is separated from service after being charged with a criminal offense is not eligible for reinstatement.

The agency plans to report Doran’s misconduct to the Massachusetts Commission on Peace Officer Training and Standards, a spokesman said.

After the crash, officers “observed Doran to be unsteady on his feet, with slurred speech, while smelling of alcohol. Police also located open containers of alcohol in the vehicle,” the Middlesex District Attorney’s office said in a statement.

Doran was issued a civil citation for having an open container of alcohol in the vehicle, prosecutors said.

Doran was arraigned Monday in Lowell District Court, where he pleaded not guilty to operating under the influence and the open container violation. He was released on personal recognizance and ordered to surrender his license and not drink alcohol, prosecutors said.
