WELLSBURG — A Steubenville man accused of causing the death of his passenger when he crashed his vehicle and a Mansfield, Ohio man accused of pistol-whipping a man and stealing $500 from him were among 15 people indicted Monday by a Brooke County grand jury. .

Chad Allen Keyser, 35, of Steubenville, was charged with driving under the influence, causing death and negligent homicide in connection with the May 3 crash that fatally injured his passenger, Christine Michelle Shannon.

According to court documents, Keyser was under the influence of a controlled substance when his vehicle crossed multiple lanes of traffic and struck a traffic light support pole on State Route 2 in Follansbee near Walgreen’s.

Police said Shannon suffered blunt force injuries to the head and other areas and was taken to Weirton Medical Center, where she was pronounced dead.

Also indicted was Dean Martin Timblin, 37, of Mansfield, on charges of robbery, malicious assault, wanton endangerment with a firearm and fleeing an officer.

According to the indictment, Timblin threatened another man with a gun and used it to strike him in the head and face while taking $500 from the man before fleeing from Brooke County Sheriff’s deputies and Weirton Police in the Colliers area on September 20.

Another indictment was returned against Robert Jeffery Bailey, 43, of 375 Bethany Pike, Wellsburg, for three counts of robbery or attempted robbery and separate counts of entering a building, another than a dwelling, fleeing from an officer and fleeing with reckless indifference.

According to the indictment, on July 2 Bailey attempted to take two vehicles from people outside of businesses on American Way in Weirton, threatening them with a firearm, before managing to take a third vehicle.

It is alleged that while being pursued by police, Bailey ran through stop signs, swerved into the opposite lane of traffic and nearly hit other vehicles and pedestrians.

Shane Matthew Brown, 34, and Belinda Porter, 34, both of 218 Main St., Follansbee, were both indicted on 10 counts of child neglect creating a substantial risk of death or injury.

According to court documents, Brooke County Sheriff’s deputies found one of the couple’s children sitting alone on Main Street (state Route 2) at approximately 8:15 a.m. on July 7 and, after further investigation, located their residence nearby. “In deplorable conditions and without the necessary food.”

Timothy P. Iverson, 43, 260 Rose St., Follansbee, was indicted on 10 counts each of third-degree sexual assault, sexual abuse by a custodian and incest for alleged sexual relations and contact with a minor during for several months.

They were also accused:

• Levi Donald Stroud, 28, of 343 Buffalo Road, Wellsburg, for fleeing with reckless disregard for the safety of others and child neglect creating risk of death or injury in connection with a May 27 police pursuit in which he be driven at high speed. and swerved into the opposite lane of traffic while an adult and a child were in his vehicle.

• Wesley Paul Cross, 43, no address available, for destruction of property, obstructing an officer and injury to a law enforcement animal.

Cross allegedly broke items and damaged a home in Follansbee, resulting in more than $2,500 in damage; and when Brooke County Sheriff’s deputies arrived on scene, they refused to leave the home and shouted threats from inside.

The indictment states that when the sheriff’s department’s police dog was deployed on him, it struck him in the head, face and eye.

• Cody Lee Dennis, 36, of 5368 State Route 43, Richmond, for prohibited possession of a firearm following a prior felony conviction and assault on a government official for allegedly kissing a sheriff’s deputy on the cheek in during a struggle with officers trying to arrest him.

• Charles Ryan Latimer, 37, no address available, on charges of accessory to theft, conspiracy, possession of stolen property and a stolen vehicle and entering a building other than a dwelling.

The indictment states that Latimer conspired with another man to steal more than $1,000 in property from a business and was found in its possession, including a pickup truck; and entered another business with intent to steal cash.

• John Paul Skinner, 44, of 343 Buffalo Road, Wellsburg, for failure to register as a sex offender.

• Jason Ray Ferguson, 53, of 24 North Third St., Toronto, for entering a building other than a dwelling and two counts each of burglary, attempted burglary and destruction of property for allegedly attempting to break several homes and a garage in Wellsburg and damage to the doors of two structures.

• Jacob Andrew Vdovjak, 41, of 407 High St., Beech Bottom, for failure to register as a sex offender.

• Tamara Shawna Jones, 46, of 3600 Wood St., Weirton; Dustin Earl Hanlin, 37, of 3625 Wood St.; and Jenni Lynn Mitchell, 43, of 3636 West St., Weirton, all for possession of a controlled substance, methamphetamine and conspiracy in the same case investigated by the Brooke County Sheriff’s Department.
