Former Dauphin County commissioner meddled in $2.3 million bridge contract: County official

Dauphin County Commissioner Justin Douglas on Wednesday accused former Dauphin County Commissioner Jeff Haste, already the subject of several controversies, of meddling in the selection process for the five-year, $2.3 bridge inspection contract millions of dollars.

According to Douglas, after the open bidding process for the contract ended in April, Haste contacted Chief Clerk Vince Paese to recommend three people to serve on the three-person contract review committee. Paese affirmed two of Haste’s recommendations to the committee and took the third seat himself, Douglas said. In the end, the committee chose Haste’s former employer and longtime county engineering firm, Herbert, Rowland & Grubic, as the winning bidder.

Douglas called it a “corrupt, crony-driven process” at a public meeting Wednesday and said he didn’t know the bidding process was happening until another engineering firm approached him about favoritism. Commissioners were scheduled to vote on the contract at Wednesday’s meeting, but agreed to take it off the agenda after Commissioner Mike Pries, a Republican, signaled to do so, saying Douglas’ concerns merited further investigation .
