Digital platforms of the Ministry of Defense of Ukraine shape military efficiency

Armed Forces of Ukraine (AFU) is actively implementing digital technologies in an effort to increase management efficiency. From the creation of electronic accounting systems to the automation of logistics, digitization enables a rapid response to challenges, optimization of resources and ensuring process transparency.

The modernization was outlined by Ukrainian Defense Minister Rustem UmerovAFU Chief of Staff Anatoliy Baryliyevych and Deputy Minister of Defense Kateryna Chernohorenko during the “MoD. Digitization. Results 2024″ information session on Monday, November 18.

“Our innovative products are already helping the army become more efficient and enable state institutions to work faster and more transparently,” Umerov said.

He explained that a digital platform called “Army+” was created for the Ukrainian military. Since its launch, more than 400,000 servicemen have been registered, 25,000 reports have been submitted and it has introduced surveys to improve the Armed Forces, online courses and the ability to transfer to another unit.

The rollout of new features will continue every month, consisting of things like: 5 to 10 types of reports, electronic military ID, new training modules, a soldier registry, and the gradual implementation of the system in all parts of the Kyiv defense forces.

Ukrainian military analysts suggest that the Russians likely see Donald Trump’s potential return to the White House as a game changer and will escalate into the Zaporizhzhia sector to exert pressure.

“Reserv+” is a digital platform developed by the Ministry of Defense for efficient management of reservists and mobilization processes. It consolidates data on military personnel, enabling quick updates and simplifying administrative procedures.

The system updated more than 3.5 million records, allowing 150,000 Ukrainian reservists to register for deferment from mobilization. Future plans include the introduction of smart contracts for military service, automatic registration, date updates, online postponement and booking and electronic referrals for medical examinations. In addition, through the army.gov.ua portal, individuals can choose specific military units for service.

Cernohorenko said that the Ministry of Defense has already developed a model of digitalization of the work of military-medical commissions (MMC): “We are moving away from queues. We are moving away from potential abuses and excessive pressure on the MMC.”

She mentioned that a project to amend the regulatory acts is already under development and the digital team is ready to implement this functionality quickly. She noted that the plan is to allow military personnel to receive medical examinations and determinations of their fitness to serve at any convenient civilian medical facility.

“The medical report in digital format will be transmitted to the Ministry of Defense system in a few minutes, sometimes in a few seconds. The military-medical commission will be able to examine these data and make an administrative decision,” Cernohorenko explained.

Additionally, Ukraine’s Defense Ministry highlighted its DELTA situational awareness system, which it says has already helped destroy more than $15 billion worth of enemy equipment. The system was implemented on several nato exercises in which it was highly effective and proved to be up to Alliance standards.

Two new tools are planned to be added to the DELTA system: “Target Hub” which will create, manage and monitor enemy targets and “Delta Insights” which will generate enemy radio frequency analysis in the form of a “heat map”.

In addition, a Medical Information System was implemented in military hospitals this year, allowing doctors quick access to patient data.

“Thank you to the team working on these important projects. Together, we are overcoming bureaucracy and building a modern, people-oriented defense ministry,” Umerov said.
