As a vital preparatory step for next year’s Census of Population and Housing, as well as the Census of Agriculture, Forestry and Fisheries, the Survey aims to provide complete and accurate address lists and a spatial database for enumeration and to determine address type and characteristics for each. residential area. This background information will inform the creation of the sampling frame and enumeration for next year’s Census fieldwork.

Several notable changes are being adopted in this year’s Survey. Specifically, this year, this operation implements both office and field methods of updating information, in other words, apartment housing information* is gathered through administrative and spatial data instead of field surveys. Other data is collected through field surveys using an advanced tablet-based electronic survey system that allows enumerators to input and verify data collected in real time, reducing survey burdens while increasing the accuracy and speed of data collection.

With the launch of address analysis, Statistics Korea is moving forward with the large-scale preparation of the 2025 Population and Housing Census. The basic framework of the upcoming census is designed to address the increasingly difficult survey conditions in the post-COVID-19 environment, to adapt to rapid social change and reduce the response burden on citizens. Within this framework, Statistics Korea aims to encourage active participation and reliable responses from all Korean residents, with the ultimate goal of producing high-quality census data.

Specifically, the 2025 census will include the use of easy-to-use mobile surveys and an expanded foreign language survey offering (in 20 languages) to promote foreign resident participation and Internet participation.

* In addition to the existing 10 languages (English, Chinese, Vietnamese, Russian, Indonesian, Thai, Mongolian, Japanese, Cambodian, and Nepali), 10 additional languages will be available, including Uzbek, Kazakh, Burmese, and Sinhala (Sri Lanka), Bengali (Bangladesh), and Urdu (Pakistan).

The Census will also use Artificial Intelligence (AI) technology to classify industry and occupation categories and provide 24/7 assistance through Census Help Desks, improving the accuracy of data processing and enabling prompt responses to participant questions. To reduce the burden on respondents, certain items in the questionnaire will be replaced with information from administrative data. In addition, Statistics Korea is considering including new survey items in the census, such as marriage intention, family planning, caregiving and Korean language proficiency, to better reflect social diversity and capture trends related to low fertility, aging and the multicultural aspect. of society.

Korea uses a combined census approach that integrates full register-based enumeration with sample-based field surveys. This highlights Korea’s remarkable progress in statistical work, including the statistical use of administrative data, field survey techniques, and the development of statistical systems, which are based on sound technical and administrative expertise in all aspects of national statistics – from data collection and processing to to data production and distribution.

Korea’s advanced census methodologies have been shared with many countries Southeast Asia, south americaand Africainclusive Vietnam, Colombia, Bolivia, Indonesia, Tanzaniaand Mongoliawith plans to transfer K-Census expertise to Uzbekistan next year.
