Watershed moratorium stalls in legislative committee for lack of second motion

A motion to suspend proceedings so members of the Arkansas Legislature’s rules subcommittee can make a decision on changes to a Pollution Control and Environmental Commission rule that permanently bans hog farms in the Buffalo River watershed has not received a second, preventing the subcommittee from taking action this month.

The lack of a second also meant that a rule on liquid animal waste from the Department of Agriculture, which also contained language making the moratorium permanent, could not be considered by subcommittee members. That rule drew separate opposition from environmental advocates after certain public notification requirements previously required by state law were removed, despite their support for other parts of the rule related to the hog farm moratorium.
