About 90% of Hong Kongers favor prioritizing local renewable energy, survey shows

A majority of Hong Kong citizens support prioritizing the development of local renewable energy, a survey by a major environmental group and the city’s university has found, with more than half of respondents expressing reservations about importing electricity from mainland China.

The results of the survey, carried out jointly by Greenpeace Hong Kong and Baptist University, were published after the UN’s annual climate change summit, called Cop29began in Azerbaijan on Monday and two years ahead of the government’s scheduled 2026 review of the city’s climate plan.

“We hope we can bring the voices of experts and the general public to the table and tell the government what people expect climate policy to be and what it should include,” said Greenpeace campaigner Tom Ng Hon-lam.

From June to October, the research team analyzed the climate action plans of 15 cities and countries, including Shenzhen, Tokyo and Singapore, and interviewed 20 experts from local and overseas universities, the energy sector and non-governmental organizations.

They also engaged 196 residents in a discussion and online surveys, and polled 1,019 people via phone calls to ask them what options should be considered in the government’s review to try to strengthen the city’s climate plan.

According to the findings, about 90 percent of those surveyed said Hong Kong should devote more resources to solar energy and generate energy from waste, slightly more than those who favored biofuels and offshore wind.
