The council said budget pressures included increased demand for social care for adults and children and higher prices for fuel, energy and materials.

More than 1,700 people responded to the public consultation.

The authority said it planned to focus on providing community support beds, which would give people a short period of rehabilitation, often after hospitalisation, before returning home.

They can also be used to help avoid hospital admissions by helping residents recover, reactivate and return home, officials said.
