CNS and doctors’ union settle dispute over digital health app

The national health fund CNS and the Association of Doctors and Dentists (AMMD) have settled their dispute regarding the digitization of the health sector, CNS announced on Monday.

At the center of the dispute was the Digital Health Network (DHN), an app – also known as “Health app” – which allows patients to make appointments, share medical documents and pay medical bills directly.

The association of doctors and dentists commissioned a company to develop the application in 2018, investing 4.5 million euros in the project.

Meanwhile, CNS was working on Dossier de Soins Partagé (DSP) – an online shared database for patients and doctors – and Immediate Direct Payment (PID), which would allow patients to pay their personal contribution of a medical bill directly at the doctor’s office.

Tensions persisted between the two groups and approaches to the digital system, with AMMD criticizing the CNS system for not relying enough on the knowledge of healthcare providers.

Now, AMMD and CNS aim to create an integrated system that simplifies access to health services while reducing administrative hurdles, pooling resources and expertise, as must reported.

Doctors in Luxembourg have remained hesitant to adopt the CNS system since its launch last September, with less than 5% (or 111 doctors out of more than 2,100) signed up by the end of May.

However, the direct payment system has seen an increase in doctor registrations since then, with nearly 500 doctors and dentists signing up for the service by the end of September.
