Operation Boo: Parole agents make sure sex offenders are in compliance this Halloween

FRESNO, Calif. (KFSN) — Parole officers went door to door Thursday night, but not for treats.

They were looking for certain sex offenders who violated the protocols they were supposed to follow on Halloween night.

Action News took a walk with the team in 2019 as they checked to make sure parolees were in their homes between 5:00 p.m. and 5:00 a.m. They didn’t answer the door to anyone but law enforcement and they didn’t have Halloween decorations or outside lights on.

Their homes should not be attractive to trick-or-treaters.

“If he does not comply with his parole conditions, they will conduct an investigation and decide whether or not to arrest him that night,” said Bhagwant Dhillon of the California Department of Corrections and Rehabilitation.

“So they face up to 180 days in jail for violating parole.”

All state parolees they check must wear GPS monitors to make sure they are where they should be and not where they shouldn’t be.

“Parole officers every day monitor GPS tracks and decide or verify that they don’t go into schools, playgrounds and use those GPS tracks. We’re making sure he’s complying with his parole conditions,” Dhillon said. “We’ll get an alert if they try to mess with the monitors, try to cut them. And if they’re somewhere, they shouldn’t be.”

The California Department of Corrections and Rehabilitation said sexual assaults and kidnappings are not common on Halloween, but they still want parents and guardians to be safe.

Throughout the year, the department works to educate families on how to best protect their children.

“Spread awareness by keeping kids safe, teens safe, monitor social media and educate your kids about safe touch and what’s not safe touch,” Dhillon said. “So 90% of all sexual crimes against children happen by family members and friends.”

If you feel someone is breaking the law, you are encouraged to call 9-1-1 and not take any enforcement action.
