Murder on METRO train platforms triples as videos released of violent attacks show officers delayed response

HOUSTON, Texas (KTRK) — METRO Police Department chief reacts to videos showing violent incidents on train platforms.

A METRO insider shared the videos with ABC13, claiming they expose problems within the department. Chief Vera Bumpers says it shows officers doing their jobs.

All videos are from Northline Transit Center. In two of them, officers struggle with suspects and have to use their Taser. Sometimes passers-by step in to help.

A separate, more disturbing video captured a sexual assault in progress. The victim is unconscious. Responding officers have what appears to be a less than urgent response.

“They arrived in 14 minutes,” Bumpers explained. “They responded with the information they had. The dispatcher originally sent it as indecent exposure. No one was involved. He was just showing off.”

According to the METRO website, major crimes, which include sexual assaults, nearly tripled in the past two fiscal years, from 460 in 2022-23 to 1,279 in 2023-24.

Bumpers attributes the increase in part to new reporting categories, but admits it can’t be ignored.

“We’re going to do whatever we have to do to keep everyone safe,” Bumpers said.

Bumpers say that means adding 20 new police officers to the force next year and armed security guards throughout the transit system.

The officers shown in the video were said to have used their training and were able to take the suspects into custody, Bumpers said.

Police are still looking for the suspect accused of sexually assaulting a woman on video.

Edwin Lamont Smith was not charged until they were able to speak with the victim. He now has a warrant out for his arrest.
