Israel-Gaza-Lebanon live updates: Iran promises ‘unimaginable consequences’ for Israel

Israel’s legislative body, the Knesset, passed two bills on Monday ending the Israeli government’s ties with the United Nations Relief and Works Agency for Palestine Refugees in the Near East, effectively barring the organization from working inside Israel or with any Israeli authorities.

The first bill prohibits UNRWA from operating in Israel, including East Jerusalem. The bill passed with 92 Knesset members voting in favor and 10 voting against. This will also force UNRWA to close its office in Jerusalem.

The second bill prohibits any Israeli state or government agency from working or “coaching” with UNRWA or anyone on its behalf. This applies to any Israeli agency working with UNRWA in Gaza and the West Bank. The bill passed with 87 Knesset members voting in favor and nine voting against.

UNRWA is the main UN aid agency operating inside Gaza. This second bill would prohibit COGAT, the Israeli agency that manages coordination with Gaza and the West Bank, from working with UNRWA to coordinate the delivery of humanitarian assistance to Gaza. Israel has accused many of UNRWA’s members on the ground of having ties to Hamas.

Both bills have a three-month waiting period before they take effect. The bills are expected to be challenged by Israel’s highest court.

UNRWA Commissioner-General Philippe Lazzarini called the two bills “unprecedented” and said they set a “dangerous precedent” in a post on X after both were passed.

“These bills will only deepen the suffering of Palestinians, especially in Gaza, where people have been through more than a year of hell,” Lazzarini said. “These bills increase the suffering of Palestinians & they are nothing less than collective punishments.”
