Grand jury

LISBON — Two drug defendants received secret indictments issued by a Columbiana County Grand Jury on Thursday, including:

— Rachel Hess, 30, Rochester, Pa., aggravated drug possession, a fifth-degree felony, for alleged possession of methamphetamine on July 26, 2023.

— Herbert Jones, 36, Midland, Pa., possession of a fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on Oct. 14, 2022.

Municipal

LISBON – In Columbiana County Municipal Court, a case against Sterling Henry, 26, Boardman, was sent to a county grand jury for third-degree felony possession of weapons while under disability and misdemeanor obstructing official activity for allegedly possessing a loaded handgun when police took he was arrested at the scene of a property in East Liverpool, where the Columbiana County Drug Task Force was executing a search warrant on October 15.

John Scragg, 45, West Main Street, New Waterford, was fined $500 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for aggravated menacing. He was ordered to perform 80 hours of community service and have no contact with the victims. He was accused of sending threatening messages to a couple on September 28.

A Nov. 7 pretrial was set for Kirsten Mirabelli, 26, Bethel Park, Pa., charged with domestic violence, forgery, resisting arrest, obstructing official business and criminal trespass for allegedly striking another woman punched in the face during an argument in East Palestine on July 22. On Oct. 24, Mirabelli was at the East Palestine residence and gave officers a false name when they responded to take her into custody for a warrant and attempted to run from the officers. She then entered a garage without permission and resisted arrest when taken into custody.

A Feb. 3 pretrial was set for Vicki Crowe, 31, Independence Square, Wellsville, charged with domestic violence for allegedly striking a minor in the face and causing physical injury Sept. 25 in Wellsville.

A pretrial was set Nov. 4 for Austin McElwain, 20, Liberty Street, Salem, charged with violating a protective order for allegedly contacting a protected person by phone on Oct. 2 in Salem, calling her again during that the police were present.

Manuel Perez, 30, South Lincoln Avenue, Salem, was fined $100 and sentenced to 30 days in jail with 20 days suspended and credit for four days served, with six days of credit served in jail for criminal mischief and disorderly conduct. . On October 20 in Salem, Perez threw a beer bottle at a window at Quaker Village and broke it while intoxicated.

On Nov. 14, Dakota Egnew, 27, Steubenville, was charged with theft for allegedly stealing $100 from the cash register while employed at the Circle K in Lisbon on Sept. 16, 2015.

A Feb. 3 pretrial was set for Karl Boyd, 42, Calcutta Smith Ferry Road, East Liverpool, on a charge of theft by failing to scan and pay for 15 items totaling $92 at Walmart in Calcutta on October 16.

A Jan. 30 pretrial was set for Herbert Jones, 36, Youngstown, charged with resisting arrest for allegedly fleeing on foot while police attempted to arrest him in East Liverpool on an outstanding warrant on October 24. He was taken into custody after a short foot chase.

Jimmy Anderson, 34, Pine Hollow Road, Lisbon, was fined $250 and sentenced to 60 days in jail with 58 days suspended, with two days to be served in the county jail for obstructing official business. He was ordered to perform 20 hours of community service. Anderson was the subject of a suspicious person investigation in Lisbon on October 18 and fled on foot when police found him. He refused to stop running after officers told him to stop several times.

Malik Pullie, 27, Commerce Street, Wellsville, was fined $150 and sentenced to 10 days in jail for drug paraphernalia. The fine and court costs were suspended. Pullie had folds of white powder inside during a traffic stop on Oct. 14, 2023, in St. Clair.

A Jan. 28 pretrial was set for Jaclyn Koch, 40, West Main Street, East Palestine, on charges of possession of marijuana and open container for allegedly having a burned marijuana joint in her jacket and an empty vodka bottle and half in her purse while a passenger in a stopped vehicle in East Palestine on September 27.

A Jan. 28 pretrial was set for Teryn Fullerton, 28, Jackson Street, East Liverpool, on charges of operating an impaired vehicle first offense, driving under suspension and left of center.

A Feb. 3 pretrial was set for Colby Cooper, 22, Schneider Road, Hanoverton, on charges of first offense OVI and first offense OVI breath.

A Jan. 30 pretrial was set for Davin Koons, 21, Depot Road, Salem, on charges of first offense OVI, first offense OVI breath and reasonable control.

A Jan. 28 pretrial was set for Emily Shelestak, 21, Cheswick, Pa., charged with speeding.

John Barker, 55, East Lincoln Way, Lisbon, was fined $150 for speeding.

Zachary Nastari, 21, Hanna Drive, Hanoverton, was fined $250 for failure to comply.
