Community development license re-application required in Great Falls

The City of Great Falls announced on Monday, November 19, 2024 that it has updated its business licensing process to reflect recent code changes by the State of Montana.

Beginning January 1, 2025, all current holders of City of Great Falls development or trade licenses must reapply using the new application forms.

This can be done in person at the Planning and Community Development (PCD) office at #2 Park Drive South (Suite #112) in the Civic Center or online via by clicking here.



Current license holders have been sent a letter from City Hall notifying them of these changes.

  • Contractor License Verification: All contractors will be required to complete the Contractor License Verification Form providing Community Planning and Development with copies of their state license. This includes professionals who currently hold a Safety Inspection Certificate, a Home Business Zoning Certificate or a Non-Resident Supplier Certificate. Additionally, you will need to submit insurance and bond information prior to issuance.
  • Certificate of Occupancy: The City of Great Falls allows many people to operate businesses out of their home for a nominal fee as long as certain zoning requirements are met. Home businesses must meet location and size requirements, as well as employee and vehicle limits. Full zoning requirements are detailed in the application under the Home Occupancy Certificate Checklist for your reference. The following uses do not qualify as home occupation: veterinary services, doctor’s offices, animal care or grooming, barbershop, hair care, restaurant, vehicle repair, or any other similar high-traffic activity.   • Non-Resident Seller Certificate: Professionals and entrepreneurs located outside the city limits must obtain a non-resident seller certificate to conduct business within the city limits. This certificate can be renewed weekly or annually. For more information, please see the Application for Non-Resident Suppliers.
  • Individual Gasfitter License: The City of Great Falls grants gasfitter licenses to individuals only. A PCD test is required for this license prior to issuance. Contact PCD for more information and next steps.
  • Telecommunication towers: Telecommunication towers must obtain a telecommunications license and a building permit. This license is required for all providers and contractors providing telecommunications services. Building and site assessments occur concurrently during the review process. Construction plans must be designed with a Montana State registered design professional. Contact PCD for more information.
