Project Octopus: Kazakh authorities strengthen expertise in financial and ransomware investigations

Kazakhstan Law Enforcement Academy in partnership with Council of Europe Cybercrime Program Office (C-PROC)is hosting a four-day run this week training course dedicated to improving Kazakhstan’s capabilities in financial investigations, virtual currencies and ransomware response.

The training, held at the Cyber ​​Polygon facility in Kosshy, Kazakhstan, brought together law enforcement professionals from the Ministry of Internal Affairs, the Prosecutor General’s Office, the Financial Monitoring Agency, the Anti-Corruption Agency and the Law Enforcement Academy of Kazakhstan.

With lectures, hands-on exercises and case studies, the course covers a variety of topics such as techniques for tracing digital financial flows and fraud schemes, managing and confiscating virtual currencies, blockchain analysis, investigative methods for Darknet operations and responding to ransomware, as well as strengthening international cooperation in cross-border cyber investigations.

Parallel discussions with participants on the sidelines of this event revealed a strong demand for more advanced and in-depth training on this topic. In addition, specialized training courses for first responders in other regions of Kazakhstan would be beneficial to ensure wider access to critical cybercrime response skills in Kazakhstan.

This initiative is a continuation of the Council of Europe’s commitment under the Octopus Project to support Kazakhstan in developing effective responses to cybercrime as the country works towards meeting standards Cybercrime Convention (Budapest Convention).
