The police chief sued after he used money for training but went on holiday

MONTEREY, Tenn. (WTVF) — A Putnam County police chief is now indicted after an investigation by the Tennessee Comptroller’s Office for using a trip to Gatlinburg more as a vacation than training.

The state announced Wednesday that Monterey Police Officer Bill Randolph allegedly embezzled about $2,300 for a law enforcement training conference in Gatlinburg in 2022. Investigators said he did not attend the conference and instead he went shopping with his wife and to restaurants.

Investigators with the comptroller’s office said he submitted his attendance paperwork through another officer who gave him QR codes to record his time, totaling 36 hours of time he should have trained.

“This investigation raises several ethical concerns,” said Controller Mumpower. “By implicating his subordinates in his actions, the chief abused his position and could harm the public’s confidence in the leadership of the department.”

A Putnam County grand jury indicted Bill Randolph on one count of theft of property over $1,000, three counts of disorderly conduct, one count of forgery over $1,000, one count of making false entries in government records and a charge of violating the Tennessee Personal and Commercial Code.
