Edouard and his co-conspirators moved large quantities of methamphetamine and fentanyl from Mexico to California, where the drugs were hidden in car tires. The narcotics were then shipped or transported to Orlando and Tampa for distribution.

One of Edouard’s co-conspirators testified that Edouard was the key link between the cartel and the Florida distribution network, estimating that Edouard sold him over 300 kilograms of methamphetamine in less than ten months.
