Bristol officer justified in shooting woman in police department lobby, inspector general finds

BRISTOL, CT (WFSB) – A police officer who shot a woman in the lobby of the Bristol Police Department has been ruled justified in his actions.

The Office of the Inspector General said Bristol Officer Spencer Boisvert was responding lethal force by Suzanne Laprise on October 10, 2023.

Laprise parked his vehicle in front of the department on North Main Street around 11:40 p.m.

The inspector general’s report, which was released Thursday, noted that she had been drinking at a local bar before arriving.

“Lapris he entered the hall holding a gun to her head and climbed out the window,” the report says. “She hit the window about a dozen times with the gun, then fired into the window and moments later into the door to the left of the window.”

The report said Boisvert was positioned inside the police department along a hallway behind a door to the right of the glass windows. He could see Laprise from his position.

“He fired two shots from his service pistol into the Laprise,” it said. “No fire came through the window in the door.”

Repot said moments later, around the time Laprise put her gun down, officers rushed through the left door, Tasered her and arrested her.

The inspector general said the investigation determined that at the time Boisvert discharged his firearm, Laprise was actively using deadly force against members of the Bristol Police Department.

“Boisvert acted justifiably in an attempt to stop the threat,” the report said.
