Houston bans human trafficking case: 84 people rescued, 4 arrested in 9-nightclub trafficking operation, TABC says

HOUSTON, Texas (KTRK) — A 10-year human trafficking investigation by the Texas Alcoholic Beverage Commission (TABC) has so far resulted in only one felony arrest.

But TABC officials remained optimistic about the effectiveness of their efforts during a high-profile news conference Thursday.

A human trafficking investigation involving nine Houston-area bars has led to the arrest of four people and the rescue of 84 people, officials said Thursday.

On Oct. 18, ABC13 cameras were rolling when nine cafeterias were destroyed in one night. At the time, TABC investigators said 84 people were rescued in the simultaneous raids. TABC also said all nine cafeterias had their liquor licenses suspended for 90 days.

On Thursday, TABC invited the Harris County Sheriff’s Department, Houston Police Department and other agencies to join them as they talked about the success of the raid.

“On the outside it looks like a regular bar or nightclub with a bar, a dance floor, pool tables – but behind them is a maze of hidden rooms, cement floors, the size of a closet with dirty mattresses.” said TABC Chai Kevin Lilly. . “A veritable house of horrors lurking in the trapdoors and secret doors of these facilities.”

At press conferences, TABC officials could not name any sex-trafficking suspects who had been arrested. It is not clear that the operation actually attracted any suspected traffickers.

Thursday afternoon, the Harris County District Attorney’s office confirmed that the 10-year investigation had resulted in only four arrests. Of those arrests, three are felonies, and the DA’s office said the three are likely victims of trafficking. That means these fees will likely be waived at a later date. The fourth arrest is a felony, but that person can be a crucial witness in the investigation.

Neither the DA’s office nor TABC could confirm that any suspected traffickers had been arrested and charged. When pressed about this, a TABC spokesperson told ABC13 that the operation was still considered a success as there could be additional criminal charges and that there were no injuries or deaths during any of the raids.

“Imagine nine simultaneous operations across the entire city of Houston at the exact same time that involved flawless precision,” said Lilly’s president during the press conference. “This was truly an extraordinary day for law enforcement in this country.”

Sources within the Houston Police Department say they were only supporting TABC’s investigation.

The nine canteens attacked were:

  • Los Escorpiones #5, 2815 Luell St.
  • El Cruzero Sports Bar, 7715 W. Hardy Road
  • Bora Bora Sports Bar, 11028 Aldine Westfield Road
  • El Rinconcito Nightclub, 743 Freeport St.
  • At Condesa, 8810 Jensen Drive
  • Las Margaritas Nightclub, 210 E. Little York Road

The establishments could be eligible to reinstate their liquor licenses after 90 days, although TABC officials say most of the time, the establishments are effectively closed for good.
