Two Hong Kong surfers at red flag beach could be prosecuted, security chief says

Hong Kong authorities are considering prosecuting two people who were found surfing on a beach deemed unsafe during bad weather last week, the security chief said.

The Recreation and Cultural Services Department (LCSD) discovered two members of the public were illegally surfing at Big Wave Bay in the Southern District during an enforcement action on October 25 when a red flag was flown on the beach, it said Security Secretary Chris Tang Ping-keung said on Wednesday.

“An LCSD investigation is ongoing in such a case and prosecution is ongoing,” Tang said in a written response to a question from lawmaker Steven Ho Chun-yin.

The department raised red flags at several beaches due to high waves last week as Typhoon Trami headed toward Hong Kong.

Tang said the department has initiated prosecutions against illegal water sports activities on the gazetted beaches during red flag periods for the past three years.

Four verbal warnings have been issued to people who entered or intended to enter beaches for water activities when they were closed by the department due to dangerous weather in the past three years, he said.
