Newly obtained video shows events leading to Mo inmate’s death

JEFFERSON CITY, Mo. (KFVS) – New video has been released showing the death of a Missouri inmate late last year.

This comes after a months-long investigation into Othel Moore’s death led to the firing of several guards.

The Missouri Department of Corrections made several changes after Othel Moore’s death, but his family continues their legal battle, filing a new lawsuit just last week.

A grand jury has indicted four of the former Jefferson City Correctional Center officers who have pleaded not guilty. Charges were dropped against a fifth guard.

Criminal and civil proceedings are ongoing in this case. There are currently no court dates scheduled.

The video, released Tuesday, Oct. 29, shows the moments leading up to the death of 38-year-old Othel Moore at the Jefferson City Correctional Facility on Dec. 8, 2023.

The incident began when a team entered to search for several inmates. In the video, you can see Othel Moore in a restraint, he is also wearing a spit mask and helmet. It’s not shown in the video, but lawyers said he was pepper-sprayed and guards put a hood over his head before taking him into custody. Othel Moore struggled to breathe in the restraint for more than 30 minutes as guards watched.

You can see his head drop before the medical staff come to check on him.

The Cole County Sheriff’s investigation into the death of Othel Moore concluded on June 28. It was found that the restraint used on Moore caused his death.

The Missouri Department of Corrections said it no longer uses that restraint system because of this incident, and the department has implemented a body camera system for accountability.

Ten people involved in the incident were fired from the Jefferson City Correctional Center following the sheriff’s investigation and an internal investigation.

In a statement, the Missouri Department of Corrections said, “We take seriously our responsibility to create the safest possible environment and will not tolerate behavior or conditions that endanger the well-being of Missourians who work or live in our facilities.” .

Othel Moore has been serving a 30-year sentence since May 2005 for assault, robbery and drug charges, as well as assault on an inmate or corrections officer.
